LegCo Election at a Glance
The
second LegCo elections of the HKSAR were held on Sunday, 10
September 2000. As in the first LegCo elections in 1998, the
objective of the Government was to produce a credible and
representative legislature by ensuring that the electoral
arrangements were fair, open, honest and acceptable to the
people of HKSAR.
All 60 LegCo members were returned by elections. The number
of members returned by geographical constituencies was increased
from 20 in the first term to 24, with the number of members
returned by an Election Committee reduced from 10 to 6 correspondingly.
The number of members returned by functional constituencies
remained at 30.
The term of office of the second term LegCo is four years.
About 3.06 million registered voters were eligible to cast
their votes in the geographical constituency elections.
Most of the polling arrangements were similar to those in
the LegCo election in 1998. The majority of voters used chops
to mark ballot papers.
Counting of geographical constituency votes was performed
at five regional counting stations, while a central counting
station was set up for functional constituencies and the Election
Committee.
Arrangements for the second LegCo election of the HKSAR were
made in accordance with the provisions in the Basic Law and
the Legislative Council Ordinance. The Electoral Affairs Commission,
an independent statutory body, supervised the entire electoral
process in accordance with the relevant regulations.
The elections were regulated by the Independent Commission
Against Corruption in accordance with the Elections (Corrupt
and Illegal Conduct) Ordinance.
