Consultation on Proposed Constituency Boundaries
for the 2003 District Councils Election
The 2003 District Councils ("DC") Election will be held in late 2003. The Electoral Affairs Commission ("EAC") has drawn up provisional recommendations for the boundaries and names of the 400 District Council Constituency Areas ("DCCAs") in all of the 18 Districts for this second term DC election. We invite your views on these recommendations.
Background
The EAC is required under section 18 of the EAC Ordinance (Cap. 541) to make recommendations to the Chief Executive on the boundaries and names of the DCCAs. Provisional recommendations on the boundaries and names of the DCCAs in respect of the 2003 DC Election have now been drawn up by the EAC. In delineating the constituencies, we have followed the statutory criteria stipulated under section 20 of the EAC Ordinance and several working principles. These criteria and principles were also adopted for the demarcation exercise of the last DC Election in 1999.
Before finalising the recommendations, we shall, in accordance with section 19 of the EAC Ordinance, consult the public on the provisional recommendations for a period of 30 days starting from 6 January to 4 February 2003, both dates inclusive. Maps showing the delineation and names of the proposed DCCAs (in pdf format) and a booklet on the boundary descriptions (in doc format) are available for on-screen viewing. Copies of these maps and booklets are also available for public inspection during office hours at the Registration and Electoral Office (10th Floor, Harbour Centre, 25 Harbour Road, Wan Chai, Hong Kong), all District Offices, post offices, public housing estate offices, public libraries and the Government Publications Centre (Low Block, Ground Floor, Queensway Government Offices, 66 Queensway, Hong Kong).

The EAC is committed to making every endeavour to ensure that elections are held in an open, fair and honest manner. The delineation of constituencies is an important element of the arrangements for the 2003 DC Election. No doubt those who have opposing views and suggestions will make representations to us. However, it is important that supporting views should also be made known to us, for otherwise it may be said that no one supports or agrees with our provisional recommendations.
